You squeeze the T-shaped end through whichever of the two holes achieves the fit you want. ie. one strap can be used for two different diameters.

If you don't want them to rip when stretching round your frame rail then first put them in some warm water to make them more supple,, i have found over here in our colder winter weather they just seem to tear the toggle end off just as you start pulling through the tab hole ,, nice item though, much better looking and easier on your cables as they allow some movement, more so than the usual hard plastic ties .. Horrible things. Could never get on with them. I use PVC tape myself.
