How many rubber spacers are needed at the front on a typical Interstate tank?

Six on each side

And one each side under the washer and 1/2 " nylock nut.

I think it depends on what bike you have. My 1972 750 Interstate tank (fiberglass) could take a max of 4 per side. I am running with only 3 to be sure the 'loc' on the nyloc nut is engaged.
Maybe steel Interstate tanks have room for more.
