Guys,
Thanks for the many replys to my problem. I've just disassembled the swingarm again (3rd time) and stared hard at the new spindle pin. This part 06-4699 is TOO LONG by 5/16" on each side!!!! The cotter pin cuts line up perfectly with the original spindle (and the frame), but the ends extend out to the tube shoulder, preventing the RHS welsh plug from seating and dislodging the LHS plug while wacking the RHS plug. There are bad parts out there. The proper (and original) length for the spindle is 6-5/16", whereas the replacement part is 6-15/16" in length. In all other attributes the replacement spindle is identical to the original part.
The shop that sold me the part will machine it to proper length tomorrow; new felts and Welsh plugs will arrive Friday.
Those out there who have reported similar problems with the seating of the Welsh plugs may want to check the spindle length the next time you are faced with removing the swingarm.
The LHS plug was still impossible to seal tightly, even without the complication of the spindle length, and a heavy dose of RTV looks to be the best method.
