The rear loop of my 74 Commando frame is slightly bent down. Any ideas how to straighten? It would seem easy enough, but my tricks have not gotten many results and I am a little nervous.

I may be a bit out of line (no pun intended) and your problem is not one that would be missed by eye, if I read you correctly, but if you want it straight again, and want assurances that something else isn't tweeked call Computrack:

You can just brace the top shock mounts against the ceiling and use a jack to push the loop up. If you have big friends they could act as balast to keep the fram down while you use a jack to muscle the loop up. This part of the frame only holds the rear fender (mudguard) and rear light, it is not very strong in the upand down plane. Look for any cracks on the braces or near the top shock mounts, this would indicate a more serious problem and do take measurements to make sure the frame is not damaged besides the rear loop, if in doubt ask a competent shop to take a look.

Don't be afraid to straighten the loop like Jeandr says,after straightening be sure to weld on a frame loop support bracket like that shown at "Old Brits" web site. www.oldbritts.com Look for "Frame rear loop support" under "Old Brit products & services" then "Manufactured products" then "Frame parts"
