No , I don't think so. both pieces ( 1&2) appear to me to be free floating spacers.
 
I haven't had mine apart in years, so I don't know. rode 70 miles today however.
 
The diagram labelled "Figure 75" is NOT for P11. That is the earlier wheel spindle with tapered roller bearings. The P11 uses this spindle and caged ball bearings.

There is no spacer on the right (timing) side of the wheel. The item arrow 1 points to is a beveled washer. Arrow 2 points to a spacer.

It has been a few months since I assembled this wheel, so I am working from memory, but I checked the front wheel on my Ranger in the storage trailer and it is identical.

This front wheel is one of the most confusing parts of a P11. It is a Matchless "interim" hub apparently used on CS models beginning in 1963. In 1964 Matchless began using Norton wheels. There is very little documentation that I can find. The Matchless 1957-64 manual has some instruction on pages 103-104, but it is very sketchy. I have never found any illustrated parts list to cover the P11 front wheel.
 
I loosened my pinch nuts and moved the lower fork leg over.
Not too tough, I'll give it a one beard rating.

Now the spindle/axle nut looks like it needs drilling and safety wire, WTF.

So the "cover plate spacer" is the only free floating spacer.
And to be used at the built in spindle spacer as additional space at the fork leg.

Looks like I am missing this piece.
I would agree, a IPB would be a big help for dummies like me.

So I just ordered 02-9221 spacer from Baxter Cycle.

looks like on the cheap, an appropriate washer could suffice.
 
Closer inspection, by this P11 expert, has found the beveled spacer underneath the spindle nut on my right side!
Please don't tell anyone about this bodge.
I will fix later.

is there a washer that goes under this spindle nut, when I take the 02-9221 spacer out?
I have got 4000 miles on this POS and this wrong spacer location didn't seem to matter.

so I see 000001 nut and 000008 washer on the outer end of front axle spindle.

No washer indicated for 029246.

I now notice my front wheel is little off to the left side, as I look at the front sheet metal fender bracket.
Not a big difference, but maybe an 1/8".

I like the fact that the spacer has moved the spindle nut out far enough to allow a wrench to access, removing it will make maintenance more difficult. I already ordered another spacer, so...............

I rooted out another front wheel with spindle from the trailer this morning. Definitely only 029221 beveled spacer under the fixed "spacer" machined in the axle.

NKN is correct. Item 2 in the photo is machined on the axle. Item 1 is the "washer' behind the spindle nut. I believe the Matchless parts book calls it "oil seal collar" P/N 029262. But again, no photo or illustration.
 
... but they have it in England, and if somebody could measure the thickness...
