Front wheel dust cover

Can someone let me know if the dust cover on the left hand side of the front wheel (71) is suppose to rotate with the hub, or does it remain stationary. I would think it should spin with the hub, however, mine stays put. I noticed this when coasting down an incline with the bike off and could hear a slight rubbing sound, it seems to have worn a little groove in the hub.

It stays stationary.
It should clamp up with the axle, and is an important part of keeping everything solidly where they should be.

If it is rubbing something, you often see them banged up or distorted a bit, so maybe that is the problem. ?
Maybe it needs pair of pliers etc to gently tweak it out a bit, and keep it away from everything.
Softly softly, a bit at a time, or you will crack the chrome.

There are different versions of these too (?), maybe its not the one it grew with...
 
The center of the dust cover must contact the inner race of the wheel bearing. The outside diameter edge of the dust cover should not touch the recess in the wheel hub.

The inside of the dust cover should have a washer (spot welded?) that gives the clearance so it doesn't rub the hub.
If the washer is deformed or lost, then the clearance is gone and rubbing you describe can happen.

I had a similar problem and I took the metal gasket/washer from a spark plug and used it as a replacement washer to get the clearance needed. Needed just a bit of filing to get the axle to pass through freely.

A new part is best. I think it's the same part as used for the disc brake hub.
 
The disk brake one is smaller (?).(its 2 & 1/4" total diam)
And has a about 3/8" spacer on the outside of it, so it wouldn't go into drum brake forks.

Anyone got a photo of the spot welded thingy, could explain a bit.
