I turn on my bike, the neutral light lights up but not the ignition light, I press the horn and then the ignition light comes on ????

Maybe one of the assimilator wire connections is loose or corroded?
 
Ah the mysteries of the Commando loom...

My charge light has a life of its own, sometimes it lights, sometimes it doesn't; then again my horn no longer works - it's buried more safely than a pharaoh's tomb inside the bowels of the Commando frame - if I ever start a full on restoration I'll fix it (of course then I'll junk the assimilator anayway for something more modern ;-)

Have you had the bike long, has it done this before or was it normal.
My bike is fitted with an electronic voltage sensor and it does exactly as you describe, you have to put some load on battery for the voltage to drop below 13v? else the light does not come on.
Has yours been changed or do you know for certain it has the original type assimilator.

If you don't press the horn button and instead press the starter button does it crank and start without the red light being on?
I suspect the horn, assuming it is actually making a noise, produces vibrations causing an intermittent open to close.
Could be a loose Ign bulb connection.
Could be something more complex.
Could be the Ign switch itself too.
The switches on these, including the hand controls are not weather friendly and can stand periodic cleaning.
An el cheapo VOM, a decent set of leads and an afternoon can identify whatever it is.
