Christos of keihin-fcr.com stole $1556.15 from me. I ordered an FCR carburetor for Commando, paid for it, and waited for a year. Due to Keihin's circumstances, the shipment was delayed, but when I urged him, I got an incomprehensible reply. He said he already refunded me. That's not true. There is no fact that my paypal has been refunded. Even when I showed him the proof, he insisted that he had refunded the money. Confused, I consulted https://www.keihin-na.com/. Then https://www.sudco.com/ entered arbitration. The person in charge, Mr Chad Thompson, told him. Still the situation is not resolved. I lost my emails from him. he is a scammer. Please stop keihin-fcr.com when ordering FCR carburetor. I hope there are no victims like me.

If you paid by PayPal then report it to them and they will investigate/refund your money and chase it up, why would anyone wait for a year to do anything about it, if you paid for it.

You should open a case with PayPal. I don't know if it's too late but if not. they will resolve it moneywise.

Good luck with PayPal. I got burned for $65 from these pirates: https://www.atvunlimited.com/ and I had ALL the e-mails, screen shots of the USPS tracking for the return item, including proof of delivery back to them, all done in a timely fashion.
PayPal and Evilbay..... I'll hold my tongue.....

They make it difficult on purpose to deter all but the most determined.
Unless it’s big bucks, most of us give up.
And they know that !

Got burned years ago on an Ebay/PayPal transaction. Refused to use them for the longest time.
Now, I only use it for known venders or people I trust.
Otherwise, it goes on a credit card, including all Ebay transactions..

Edit, being one year out, I think you're toast.

Can't help. Sounds like a bad experience.

Power Barn kept $27 and change on a refund for FCR carburetors I cancelled an order on. I talked to Sudco "after" ordering and found out the Norton FCR kits would not be available to resellers for at least 6 months, so I cancelled the order. Mike gave me a bunch of grief about it. I did not fight over the money he kept. There are plenty of venders out there, and he is not somebody I would ever do business with again.

If you decide to buy Keihin carburetion after the bad experience, the 33mm CRS carburetors JS Motorsports sells would probably be better on a mild street bike. If you want the bigger pumpers and can afford whatever the shipping cost is, PJ Motorsports in Oregon USA are good to work with and reasonable on price. I don't think Sudco is building a lot of Norton FCR kits, so I would expect that there might be some waiting period. Very small market to satisfy.

Colorado Norton Works also sells Norton FCR kits complete with intake manifolds. They show in stock as of today.

I have not had any issues with PayPal and ebay other than constant email telling me about things for sale I have no interest in.

One other thing I regret when hunting for parts is clicking on a link in google to aliexpress.com. Spam for months and possibly a dose of malware.

Every case I've opened with PayPal has been resolved in my favor. In this case, payment was made via PayPal, the merchandise was not sent, and the merchant says it was refunded via PayPal. That's either true or false and it will take PayPal a few seconds to determine that. The long time is what I don't know. Other than that, PayPal is forced by Federal Law to respond to items charged and not delivered.

Those of you talking about refunds for return items, there is no Federal Law covering that. PayPal did its job in that regard.

Vendor clearly offered returns in the auction. I contacted them
, asked for RMA, "sure, no problem". After sending the parts back, then Evilbay & PlayPal both said: "it's the other company's responsibility. I invested dozens if supporting e-mails and several phone calls. Like Eddie said, they outlasted me with BS

I quit selling on eBay and seldom buy anything from there when they took the money management away from PayPal and made EVERYTHING a PITA and more expensive.

If you're talking about the last 3 years or so, PayPal is no different that any credit card company when eBay is involved. There's no doubt that it's eBay's responsibility in the case you mention. PayPal was not involved with promised return.

There is a very big difference in not receiving an item and in returning an item.

Yup.
I don't want to sell anymore. Last resort for obscure items I need to reach vast audiences.
They SHEET on the sellers.
It's a shame, used to be a good way to dispose of moto parts no longer needed. Too much hassle now.

Exactly right. It is a calculated maneuver by specific design...anything to discourage an attempted refund.

UPS & FedEx as well. They wear down the most patient, persistent customers.
Thats when I dig my heels and and really go after them.

I had a dispute with Nikon of NA and found an "avenue" to the president of the company in a dispute over a failed seal on an UW Nikonos.
I surprised him with my direct contact. Dissatisfied customers are not suppose to be able to get that far. I didn't get full refund but I did get Nikons attention and a reasonable amount of restitution.

If I think a hose down is in the works I make sure they know I am not going away.
Some companies really work hard to maintain the good reputation of their products and service.
Then there are those whose blatant lies and deception really frosts my a$$. I stay on them, doesn't always pay off but I make sure they remember me.

Another option maybe to make a claim to your credit card company if you made the paypal payment from the card. Many credit card companies have refund/dispute settlement policies, sometimes even additional warranty, loss due to theft or even accidental damage.

I did the same thing with getting nowhere with Chase Bank after I had my CC stolen in the UK and while living in NZ. They could not re-enable my account, nor enable a replacement CC unless I popped into a branch. Uhhh.... from NZ... I tried and tried before I emailed their C-level execs directly. A very helpful Executive Assistant guided me thru the process and did not have kind words for how Chase handled the whole thing from a customer service POV.

I recently fat fingered my password three times and was locked out of Chase on the weekend. They don't work business accounts on the weekend. When I called on Monday, I was told that I would have to go to a branch. Once I got a supervisor on the phone and made her understand that if I ever walked into a branch again, it would be to withdraw all my money, she found a way to resolve the issue on the phone. This is 2022, not 1922!

The one and only time I was in a branch, I asked for the manager on the way in and was told that she was not in. I needed a large cashier's check and knew that the teller could not do it. I waited in line for about 30 minutes not hearing a single word of English the entire time. When I got to the teller, she started speaking to me in Spanish, so I started speaking to her in broken German. She finally called the manager over and started speaking to her in Spanish. So, I said is a loud, extremally assertive voice "Speak English" followed by "I want to speak to someone in charge right now!" Turns out I was lied to on the way in. Once the manager looked up my account the begging for forgiveness started.

I started with Washington Mutual when I was in HS. I had my first mortgage with them. It was then sold to Murphey Favre and de-mutualized. I was still with them when I moved to NZ in 2004. It collapsed in 2008, when it was then scooped up by JP Morgan Chase. I would have never stayed with them if I was still in the US. But, I need a US bank account to do my things there. They are thieves.
