I would guess it's Welsh for Slow... Most signs in Wales are bilingual.

Bi lingual road signage, Araf in Welsh = Slow in English. ( also per the comments on the video).
It looks like its the sheep not the bunnies you have to worry about up there.

They don’t call Wales God’s Country for nothing. The sheep do have a mind of their own though and you have to be very alert. “Cymru am byth”

I spent a year riding those roads , loved it . Working holiday 40 yrs ago . I think the cops had moriss minors or something similar , didn't even bother chasing you .
