Rotary On-board & Shock Towers

While relaxing to the wonderful sounds of this video of on-board footage of a rotary Norton at Spa, I noticed the right side shock tower cap oscillating up and down (the torquise section against the outer casing) while the right never seemed to move:



What explains this? Poorly dialed in preloading? Intentially different tuning btwn right/left? Different internals left to right so one does the compression, the other the rebound?
 
I can see the edge of the turquoise cap moving next to the surrounding tube end. Even a slight shadow appears as it dips below the edge. Not seeing that on the left. Quite pronounced at times.
 
Looks to me like its moving but not with the suspension but the throttle opening, so likely something loose and vibrating.
 
Just looking closely again....can even see a difference in amount of threaded section sticking out of top nut (more) on left side than on right. So might be a loose fork nut.
