I did it with a hand drill and tap. No problems. I am also an engineer with brake experience.
Its simple if you understand the process. I you have an engineer mate, it would not take long. Just follow the instructions that come with the sleeve. Great improvement.

I have completed two re-sleeve kits using the RGM DYI. Both were good. Brake improved nicely.
A bit of a fidget to get the air bleed out but use a syringe to pump from the caliper up to the M/C.
