It does look a lot like the "Northton" frames Mick Hemmings had made by Miles engineering back in the mid '80s. That was a Rob North style frame, but modified to take the Commando engine. I believe only 10 were made. This frame has a lot of similarities to that design, but also some differences, so not an exact copy. More like someone's custom built frame in the Rob North style.
