The gasket is actually a shim to adjust float height. Some carbs have them, others do not. My 218-219 set does not. If shimmed too high, the float will hit the tickler and piss gas everywhere.

also, the Norton Manual states "Shortened tickler fitted" for Atlas models. With a short tickler, there should be about 0.080 to 0.090 inch gap between the float top and the end of the tickler (the measurement depends a lot on how hard you push up on the float while making the measurement).
I recently replaced my needle and seat with a new Amal set. To get the float gap right with the new needle and seat, I had to remove the gasket. My original needle and seat required the gasket. The gap specs I quoted are measurements from my original seat.
I do not know how to advise you to recognize a short tickler from standard. From memory, my short tickler extends below the tickler body about 0.1 inch. I can make a measurement tomorrow (4.13.15) and edit this post.
