If a main jet is stamped say 260 does if flow 260cc of fuel a minute?

If the engine is at full throttle for a long period of time (long straight), will the jet flow more because of the vacuum pull of the engine?

Does the head of fuel in the tank make a difference to the flow rate?

What is a good static test to see if everything flows adequately through the whole fuel system, ie tank vent, fuel tap, hose, filter, float needle, main jet.
 
Don't want to be a smart ass, but if it's running fine all those statistics are a little too much info. Do you have a specific problem :? ?

Does the head of fuel in the tank make a difference to the flow rate? Yes but as long as it is above the max flow of the main jets there should be no effect

What is a good static test to see if everything flows adequately through the whole fuel system, ie tank vent, fuel tap, hose, filter, float needle, main jet.

Remove the floats and suspend above a measuring jug, turn the tap on for 1 min and then see how much fuel you collected.

Repeat with both taps on and see if it differs.

This covers everything but the main jet, but that never wears and as long as it is clean should meet its specs (whatever they are ?)

No. The point of setting the float level is to have a constant fuel level for the main jet ( and the pilot circuit) to work with. The amount of fuel in the tank makes no difference if you have a working float, float needle, and float jet. In theory the bowl might refill a little quicker with a full tank, but who is going to be able to tell ?
