Am I missing 2 washers from my Cylinder head ?

Hello and thanks!

I looked at the parts manual and think I am missing the two washers for the two nuts in photo below I marked with red arrows pointing to them.
As best I can tell from the parts manual, the 3 nuts with blue arrows do not have washers used with them.
I have put the parts manual photo below also and arrowed what I think are the nuts with red arrow and the nuts with blur arrow.
Can you tell me if I am correct or not?

I plan to reuse all the washers for bolting the cylinders to the crankcase and bolting the head to the cylinders.
Is there any reason to not reuse them?

The 5/16" nuts have washers "24", the rear nut 23 and the sleeve nuts 21 do not.

Are you sure the washers aren’t crushed / wedged in place in the head ?

I already asked the shop to check! Thanks for thinking of that.
