Adjusting rear brake

There's a lot of "throw" to my brake pedal... probably 2 inches to where it fully grabs. If I try to shorten it up with the rear adjuster the wheel starts dragging. I screwed the pedal stop all the way in to bring the pedal up as much as I can but my toe still cuts a bigger arc that I'm comfortable with. I'm guessing the pads have about half life left on them.

I had a similar problem. And this was with brand new brake shoes. Although I am still not entirely happy with the 'throw' it is better. What I finally did was loosen everything that has to do with the back wheel as if it was just put back on. Axle, chain adjusters, pedal adjusters and brake cable adjuster. Then methodically adjusted according to the book and it put me in a position where I am more comfortable. I had been trying one thing then another and nothing by itself seemed to resolve the issue.
 
If you loosen the rear drum mounting bolt slightly, then apply the brake very firmly - I'm talking heavy pressure on the pedal - and, while holding the brake ON, THEN tighten the mounting bolt to proper tension, it should resolve the problem. This assumes there is no serious out-of roundness with the drum or pads. The travel on my rear used to be as you describe but now the total down-movement of the pedal to fully apply the rear brake is not even an inch. You can actually make it a reasonably decent rear brake!
 
If the drum or shoes are not good and round, things will drag pretty quick even with a lot of brake throw. I loosen the rear spindle and tighten the adjuster nut (brake) so it's good and tight, and then start tightening up things in the rear hub and wheel, then loosen the adjuster. A nut driver really helps here. Some say it helps to make the hole in the cover plate larger, that may help. Otherwise, maybe you need to arc your shoes to the drum. I think I've got mine to around 1" play.
