1970 S tricon wipac handlebar switch

Hi.
With the inition key switch off if i push the black or green small button the horn and the main beem flash work.
The harness is those original and the tricon Wipac too.
Should i check the inition key wires may be inverted?

No. If you check the pre-'71 wiring diagram then you should (hopefully?) see those circuits operate independently of the ignition switch.
 
I always remove the fuse on mine when not riding. The only thing the ignition switch does on a pre-71 is turn on the ignition and stop lamp circuit as I remember.
