Can you replace a rusted inner plate on a gas cap when it is riveted?


 
Drill out centre of rivet, take off plate and either replace or remove rust and spray with hi zinc paint.
 
There will be a spring behind the p[late plus some other parts, you either press down with one hand and rivet with the other or use clamps to hold the plate down against the spring pressure. So when removing the plate rivet hold the plate down so it does not go flying. Once you have it apart it will be obvious, make sure the holes from breathing are at 180 so the air has a tortuous path, do not line them up.
 
I removed my rivetted plate by drilling rivet out. Tapped a suitable thread and fit a bolt with a washer. Note i did this inorder to replace the short bit of rubber tube around the rivet flange stub. It is this bit of tubing that exerts more of the sealing force against the cap gasket and tank flange. They tend to degrade after 50 yrs and exposure to modern fuels. I replaced it with a bit of ethanol proof fuel line hose.
