Further testing today, 200 miles, all windy, small roads. The H2B chassis is as good or better than any of it's contemporaries I've ridden.

Rubber mounted license plate, blue loctite, double nutted. Yup.

Crusty 1/4-20 fender bolts replaced with M6 pans.

Rearranged the bracket for right two pipes to tuck them in where they belong. DPO had the bracket on backwards.

While checking float height, got the the third carb, and TADAAAAA! A seperated pontoon.

Whaddya wanna bet the PO had that bracket installed backwards so he could get to the axle nut?

Or did the previous orientation jam them even FURTHER in?
I can still get to the axle nut (camera angle using the selfi-cam on my iPhone because Mr. H2 ASSASSINATED the main one with vibrationo_O) no problem. Previous orientation had the pipes sitting 3/4" further outboard. There were other indicators as well. The brake pedal was only able to move 1/2", kicker was hitting it, etc.
How do you like the vice grip marks on the nut?

I trimmed the center pipe & spigot 3/16" to stop it hitting the fender & LOCKING the steering. The black paint will bear witness for a few hundred miles before I remove it.

I thought I could tolerate the clutch slipping (only at 7500 RPM!) for a few weeks until winter layup. Nope. Couldn't wait.
