Anything I can use to remove used loc-tote from fasteners?

A wire wheel on your bench grinder or a brass wire attachment on your Dremel. The bench top wheel is faster and easier to use.

Depending on the type of thread locker a wire wheel may just burnish the compound. Usually a dentist pick will fleck off the heavy compound and then you can soften the residue with acetone and clean the threads with a wire brush or wheel.

Thanks for the replies. I have been using acetone but was wondering if there was anything better.

Just went through this. A wire wheel will take off the Loctite but it will also take off any fastener coating.
The red stuff is tenacious. Soaking in acetone doesn't seem to do much.

Car brake caliper pin retainer bolts come pre Loctited which is dry, when I reinstall them for a second time I clean up the thread to remove the loose stuff but leave the rest there and add a drop of blue loctite, never had one come loose.

A wire wheel ain't needed, a wire brush does the job in shorter time than it takes to find the Dremel and attach the wheel.
