Yes, move the "breaker plate"/"pazon plate" in the direction of rotation to retard the timing.
Just a sidebar, my Boyer fired 850, when timed with the strobe to the specified 31 advanced at 5K, ran like a mutt. I advanced it a goodly amount and "timed it by ear", it runs great. All the power, no kickback, excellent fuel economy, no pinking, etc.
You're right that the cam turns anti clockwise, but to retard the ignition, you need to turn the plate in the direction of travel. That's anti clockwise too.
