Not an electric start case so Jubilee or Navigator.

The frames are basically the same (I think that frame has lugs for the Deluxe model bodywork)?
Forks aren't there which would identify it as either a 250 Jubilee (spindly Francis Barnett forks) or a 350 Navigator (Norton Roadholders).
