Any circuit that drained the system voltage to "zero" as you said previously, would be a dead short and result in one of two things happening, either the fuse would blow immediately, or without a fuse, the wiring leading to the short would burn out!

A faulty (open) kill switch would not cause: "the voltage to drop to almost 0 everywhere, except on the battery" and is unlikely to be the cause of any lighting circuit problems. As I mentioned earlier, the system voltage isn't being dragged down to zero if some electrical items are working.
No volts in a particular circuit would suggest it's an 'open circuit', not that the voltage is being dragged down.
Unfortunately, you haven't answered the questions I asked, so that makes it difficult to pinpoint exactly what or where the problem is.
