The horn and headlamp flash button are both fed from the same white wire. Check if power is reaching the switch assembly through the white wire (assuming the white wire is actually there)?
Being centuries old theres a slight possibility that its a bit gungey in the switch unit ??
the wee contacts in there a vaugly like a contact breaker assembly .
a strip & clean, carefully .With a reface of the contacts with a points file or similar (sandpaper)
or even just a bl;ow out and dose of C.R.C. or similar generally pursuades the spiders to move out .
To clean the contacts right there is a tool called a relay burnishing tool. It does not have a rough surface like a file. They are becoming rare these days ever since computers weren't full of relays and vacuum tubes. If you can't find one I wouldn't go much coarser than a business card soaked in contact cleaner then without the contact cleaner.
