Would like to use an angled 850 steering yoke on my 71 rebuild:

I'll fit new sealed bearings, and apparently need to fit a "bearing spacer tube". The one that I ordered seems to have too much of a gap between the spacer tube and stem:

I expected the spacer tube to be a snug fit on the stem.

Has anyone done this conversion? Is this right or should the spacer tube be a snug fit?

The function of the spacer tube is to keep the centre races of the two bearings apart, it is not meant to be a snug fit on the stem, it would make it more difficult to fit the stem if there was not a decent amount of clearance
 
ID of the spacer tube is 1.044". I guess the supplier just found tube that was "close enough" and not the original spec.
