Do you mean this one? The wide side (left on photo) goes toward the top steering crown (down).

When a fastener has a radius added about the hex, it's for the purpose of snag reduction (polishing cloth, flesh, esthetics, etc.)

So orientation is obvious.

Rare specialty fasteners (sleeve gear sprocket) also obvious, to match the mating surface.
 
Also If the pre71 commando has a locking tab washer for that nut, it would function better bending it against the sharp edge of the nut
Edit: I don't see a locking tab washer listed in the parts diagram so this post is irrelevant. Sorry
