Hi, been a while :)

What is the purpose of distance piece NM21099 and stud NM21134 (06-7783)

Why is the stud 270mm long when the outsude extremities of the frame bracket is about 225mm ? so with nuts on the stud its 30mm or so too long (15mm each side)

Why is the inside measurement of the frame brackets 200 mm when the distance piece is 140mm long?

My frame brackets are only 12mm wide all up, I have seen photos of brackets that had a tube on the inside that appears to be about 40mm long whereas mine is only something like 5mm

IHope that makes sense

I would have thought the purpose of that spacer is obvious - to create cross-strength/rigidity between the upper rear suspension mounts.
I don't know why it was not welded in the first place, but then again the ways of Norton/AMC are quite often a mystery.

Regarding your last question, both my slimlines have short tubes welded to the frame either side.
Maybe the answer to your last three questions is that your frame may have been "improved" by someone?
Cheers
