I believe the second number is the aspect ratio (percentage) of the width (110mm here)
So... the 110-80 will have a smaller rolling diameter (0.9 x 110 minus 0.8 x 110 = 99 minus 88 = 11mm smaller diameter)
Probably doesn't matter on the front but will throw your speedo out on the rear.
Someone will correct me if I'm wrong.

What is the difference between a 110-90-19 and a 110-80-19 ?

What make and model of tyres are you looking at in these sizes?

I have a 100/90/19 in the front of mine and it’s noticably larger than the more popular 90/90/19.

A 110/90/19 might be quite a large tyre I think.

If you look at the differences between sizes on this attached Avon page, the actual difference in specific sizes unfortunately does not seem as simple and logical as Rob suggested:
