Should frame and engine numbers match?

My 74 mk2a is original as far as I know, however the engine number and frame numbers don’t match, the gearbox number is the same as the engine

every nut and bolt I’ve removed recently appear to have been there since day one.
 
The red plate is solely marked 09 73 and the space for other details is blank.

There was one on Fleabay recently and it appears that someone had stamped the ID plate on the headstock with the frame number rather than engine and gearbox number.

Built on a Friday and someone forgot to stamp the engine number in the box on the plate possibly, as it had the frame makers own stamp the licensing authorities had a number so ignored the blank box. My MK2a is 11/73 and 31041* so yours is in the right sequence.
