It's not about rpm. It's about how far open the throttle is, as you have already been asked.

Have you already cleared the pilot jet with a 16 thou guitar string or #78 modelmakers' drill?
 
These carbs were new out of the box so I have not touched the jets.

Amal sells carbs full of dirt, which blocks the pilot jets, new out of the box.

Would one choose an .015, a .017, or a .019" for today's fuel?
If not possible, something else that could improve on the gol' darn .016 bushing?

yes it is possible to fit premier pilot jets into amal mk 1 concentrics, then as you say you can remove them to clean easily and also fit a different size if you want to cheers baz
 
I was having awful time trying to get my Commando to run with the original .015" jets. Per advice on this posting, I opened mine up to .019" on milling machine (I'm a long time machinist). It still did just a little "lean popping" on decel, and I fixed that by crankiing the mixture screws to 1 turn from closed. That makes the bike run great ! I would be willing to machine jets out to .019 for other folks for $15 a pair + $4.00 to ship them back. I'd do this as a favor to Norton Pals, and not as a way to supplement my income. jwthomas@ttmco.com
