You might need to gently (torch not) heat it. There is a steel insert in the tank, some one put sealer on the threads.

Heat it gently, cool it with compressed air. If it doesn't budge repeat a few times. Gentle but firm taps on end with rubber mallet.

Why?
the fastback tanks have an internal 3/8 bobbin and 1/4 adaptor screwed in from the outside. usually glued together. if you can pull off the 1/4 petcock you're free and clear

Thanks to you all. Will give it a shot. Never had a fiberglass tank so I don’t want to mess it up.
