Why would you ever use them cheap things.

I have an older set of Champion resistor wires that measure 9.3k and 13.66k. What’s with that?
Are they out of spec, normal or what?

Not uncommon for older resistor wires. Most older wires were made using a nylon rope that was infused with carbon dust. Their ohms per foot tended to vary a bit.

Many newer resistor wires are made using a thin stainless steel wire wound around a nylon rope core. They are very consistent and are usually lower ohms per foot. They do make a little more electrical noise than the carbon core wires but that is not usually a problem.
 
Last summer I bought plug wire, boots and terminals from Lowbrow Customs in the U.S. and made my own plug leads.
Very happy with the end result, looks old school but is modern.
I run an analog boyer so there is no resistance requirement.

I can’t be the only one here who has run out of spark plug plug wire and used mains flex, with no problems.
 
No mains wires, but I did repurpose an ignition wire from my 85 Oldsmobile's parts bin once.
