Norton mk3 replaced stator and rectifier. Still only getting 11.5 volts to the battery. Connections are all good. Suggestions on what to test?

Norton mk3 replaced stator and rectifier. Still only getting 11.5 volts to the battery. Connections are all good. Suggestions on what to test?
 
Still on zeners or a modern rectifier/regulator? how old is the wiring? rotor still got its magnetism? should be able to support its weight when hung from a large steel spanner. battery good? More info needed
 
What is the AC voltage with the wires unhooked from the system, engine revving 2,000?

Zeners. Rotor suppprts its weight. Original wires. Battery is 3 years old but has it tested as good. 25k volts out of the stator

Battery voltage with nothing connected to it?

Battery voltage with only a charger connected to it?

Battery voltage at 3000 rpm all connected normally, but the Zerner's disconnected (don't run long)
