I do not know this for a fact in the case of Norton, but manufacturers often have two (or more) sources of supply for items such as a wire harness. I know for a fact mine is original. Another source of supply may have provided the harness with a cloth jacket. Moreover, a change from tape to cloth could have occurred at any time after inventory stock was exhausted.

Mine is a replace but still have the old (probabily the stock?) that was cloth too.

I have an original 1965 Atlas, that I know all the owners of. It has a taped harness. The ones I see advertised have either.
The one that was installed on the motorcycle I am working on, was taped and it appears original. But I am not sure as the bike is not a matching numbers motorcycle, so it could be a later replacement.
We need a third or fourth owner to weight in and break the tie.
 
I have a 1966 and 1967 Atlas and both were original and had tape covered harnesses when purchased....
