Moderator Ques: Flashing 'Red' Post icons

I read trough the FAQs but did not see where the flashing RED New Posts icon in front of topic areas was mentioned. Can someone elaborate?

I believe it's highly active topics.

As swooshdave said, the red flashing icon identifies a 'hot topic' that will have received more than a certain number of replies (within a certain time period?) and the settings that trigger the hot topic icon can be set by the forum administrator (Jerry Doe) I believe?
