Mark III tail light

When re-assembling my winter project if I attach the wires to the master switch as I documented them when disassembled, the tail light burns in all key positions except for off. It looks as if I have it wired as workshop manual but the print is very small. The headlight burns on second click only. Is this correct? I thought maybe the tail light should light on second click and park only.
 
It wouldn't happen to be a Canadian or ex-Canadian model by any chance?

OK well, the Canadian models had a different master switch (see Canadian model master switch diagram in your manual) this has the tail lamp come on at the 'ignition' position.
Canadian models also had an automatic lights on after starting assimilator (see manual diagram and text for Canadian model assimilator) however the problem could just be a wrongly connected wire.

Are you certain you have the master switch wires connected correctly? Note that some pattern switches have a different terminal layout to the original Lucas switch.

previous photo is exactly how I have my switch wired. Maybe I have a Canadian model or at least a Canadian switch. The lower left corner of the work shop manual schematic shows Canadian switch being hot on post 1,2, & 3 on first click and adding 4 on the second click.
