A chap called Cliff Ransley raced a Jim Lee Velocete 500 in British Historic Racing Pre 1972 up to 500cc 'specials' class. It was a quick bike, well at least I assume it was, but he was also a good rider!
It looks like a Seeley, however I don't think it is one. A thing which really irritates me is that the obsession with 'HISTORIC racing' kills off the incentive to build anything other than a replica. Too often the idiots who think they know something about this stuff have a first priority of looking at what bikes should be EXCLUDED from events. They should be looking at how we can make CLASSIC racing happen. The bike in the photo obviously fits the bill. If I was racing and found that bike on the grid beside me, I'd be happy.
