Inner Primary main shaft seal

On Old Britts site, when you see the part on the list it states "Qty req" 2.
It's not really a seal as much as it is a dust guard.
All you need to do is soak the felt with any oil.
When you assembling the plates (pop rivets) simply lay the felt in there upon assembly so you won't need to try and stuff it in there afterward.

The oil in the primary is just for keeping the chain luded and should not be considered as a "Bath". The oil level is just up to the level plug when resting on the side stand. The primary chain arbitrarily dips itself and in this puddle; so to speak. Simple as that!
 
I think I squeezed as much distributer cam lube into my felt as it would take without stuff running out. Yeah, it's really more of a dust seal, oil really shouldn't be getting up there.
