Head nut dilemma

On the studs that are supposed to have the long nuts, my basket case engine has one long nut and a standard sized nut that I can’t access with a socket or wrench. And is apparently also a different size nut. Has anyone else run into this?
 
That is a previous owners bodge, you will have to find a way to get at the offending nut, probably by near destruction of a socket by thinning down the OD to gain access.

Definitely a bridge. The short stud it was attached to was only a turn and 1//2 I. The cylinder head
