Do you think I should put clear tubing or heat shrink over the frame tube throughout?batrider said:

A close look will show the terminals on the flasher are totally sealed and secured with heatshrink.
It doesn't usually ride right there but moved for the photo. It also has it's own fuse. I like to let it float.

The factory location for frame ground on the '74 was right next to the zener diode, down on the right Z-plate. One of the footrest attaching points is a through bolt, with a nut and washer on the back side. The ground wire came from the battery and attached under the washer to the back side of the footrest plate.

Yes this is correct, but with a new Pods unit (or the like)and the elimination of the zener and stock rectifier, the new proper spot for ground is the old rectifier mounting point.
That being said, this grounding point is also stated in this explanation for original rectifier mounting.
