can the layshaft 4th gear be reinstalled backwards? I have some wear on the edge of the teeth on mine and I was hoping (because I am cheap) to swap it around and reinstall it. Thanks
 
NO!

Bend over cheapster and get the correct replacement. You may want to check both the layshaft and the mainshaft for true
And, while you are busy cheaping out I'm sure that you can find countless Portuguese drive side layshaft bearings, for short money.

Sorry if I rained on your parade, but you are in good company with plenty of members who actively think about rebuilding items like light bulbs and other such asinine projects to save money, at an enormous expense of time...

CAN it be installed backwards? Yes, of course. But that is not actually the question you are pondering.
What you are really wondering is whether or not the is any downside to installing it backwards. And the answer is yes.

Even without any great understanding, if you look at the gear, and notice it has a shoulder on one side only, you then have to decide in your mind if you are going to accept that either there must be a reason for that, or rather that the designers were idiots who just randomly added a shoulder for no reason. Many mechanical decisions can be made without referencing further when such a mindset is adopted.

That shoulder ensures that the main part of the gear clears the gearbox housing (arguably this also aids bearing lubrication), and that any end-float contact exists only between the shoulder and the layshaft bearing inner race(on that drive side of things). That gear must slide freely on the shaft(in the same manner as 1st main), and sometimes they do not which must be corrected.

Gears should be replaced in mating pairs (new ones at least).
