Gearbox inner cover

Hey gents, I've got my gearbox cases cleaned and am starting the reassembly. I've got a quick question for the collective. I'm pretty sure it's not supposed to, but is the kickstart bush supposed to rotate in the inner cover?

No, well mind don't and it hasn't been replace in the 46 years of ownership.

The one in the 750 was a good fit, the new one in the 850 was not loose but not tight so I used a little Loctite # 290 afterward.
I will check it in 47 years.
