Gear selection issue

Hi all, after a bit of advice on a gear selection issue the engine isn't running.
The lever lifts and lowers with good spring resistance, but you are unable to shift (fully or partially) & select any gears up or down, this is with the engine off
As soon as the engine is running you can select all gears without having to first ride it?? And when riding the change is slick & precise
My initial though us that the selector pawl could be sticking or the spring is weak but I'm struggling why it works fine when the engines running

You have to turn the rear wheel when doing static gearchanges with the engine not running. Otherwise the various dogs and slots cannot mate up, they need some movement to engage.

Nothing wrong with your gearbox.

Even when you spin the rear wheel...either way lifting/lowering the lever you can't partially of fully select a gear.... there is nothing there The lever internally hits the end of the carrier without engaging with anything.
As soon as the engine is running full engagement is simple, repeatable & precise
I understand teeth of gears contacting without turning input or layshaft will not engage. But there are no gears to select

I don't want to derail your thread, but this may be related: I have a bike with a recently rebuilt GB that has the opposite situation. The GB shifts easily up and down thru the gears when the bike isn't running, but when riding it, most of the time it will not upshift 1st to 2nd (sometimes 2nd to 3rd also). The lever travels fully up and down against the spring but doesn't engage anything.
 
I have had my gearbox outer cover off to do oil seals and my guess is the parts 4 and 8 are not doing their job
that results in part 3 being moved up or down
