Fourtunately it don't matter that much if fork legs have unequal levels of fluid even if that's the ideal to aim for. I've sure wished to just pump it in from below but it'd be a guess how much to over fill to make up for the spill while trying to get the plugs back in. I made one set of Al fork caps with 2 holes one to fill one to vent/burp up fluid. Two ways I've tried, one a big syringe with small hose stuffed in the cap hole to ever so slowly drain in w/o my attendance, the other faster current was is syringe in measured amounts with the caps/springs lifted up enough to make it easy aim to slowly squirt fluid in and not hardly spill any. I found 175 ml is max safe amount not to get hydro lock in factory forks after 1/4 mile of air pump out.
In factory forks I like the 20-50 engine oil but in modified forks with better sealing, less striction and better dampening, I like power steering fluid best. ATF was a bit too thin for factory or modified forks I've tried. Power steering and AFT tend to attract moisture so must always keep rusted springs/stanchions in mind if noticing more striction after a time sitting up.
