Parts/assembly book not too clear to me. These parts go on as in cover plate on TOP of the mesh? Same question for the mesh and outlet cover. Just need some assembly direction

parts are 06-0789 and 06-0020 for the air inlet

this is for a 1969 norton r
 
Gauze is the outer.

"parts are 06-0789 and 06-0020 for the air inlet" yes.
0789 and 0845 are often missing , usually discarded
 
I think the intended purpose of these covers is to keep out rain. On most of the TLS brake plates I have found out west here, they have been taken out for cooling/venting.
