Down pipe sealing washer required?

Mounting my exhaust for the first time, with the sealing washer in place I can't tighten the lockring fully. Tightens perfectly without the washer. What could the issue be and is the sealing washer required?

Sounds like it's working correctly. Tighten as much as possible then get the engine hot and tighten some more. If you're talking about the tab washer being loose, put more of a bend in it.

A tiny bit of nickel anti-seize in the threads will make it easier to tighten. No more than the size of a pea on each nut.
 
Haha, the tab washers were bent so I straightened them! So the lockring fins do not need to be fully flush with the exhaust port and the tab washer is purposely bent?
 
I didn’t know that the tab washer was used for flanged header pipes.

I threw my tab washers away many years ago after the threads in one exhaust port were damaged even though they were installed.
IMO they just get in the way of properly tightening the exhaust nut. Use the proper tool and re-tighten after each of a couple of heat cycles.
Use a cheater bar . Tighten that sucker!

Correct - if fully flush something bad is wrong.

As many have said, you can discard the locking rings. IMHO, it's fine to use them as long as you make them like an "S" from the side and they don't rattle.

The nuts must be tight! I just about pick the bike up tightening. My nickel anti-seize suggestion will get you up to an extra 1/4 turn.
