Does anyone know what this is called?

That appears to be part of a gear change mechanism for rear set applications. It would mount on the gear change shaft on gearbox in place of the gear change lever. What is it called ? Arm ? Lever ? Bell crank ? Don’t know if it can be purchased separately- likely ones as a set . Perhaps you can make one from a gear change lever .
 
Yeah I’ve been thinking about that and you’re right, I’ve only seen them with rearsets. Unfortunately my rearsets didn’t come with one.

Norton/Commando/AMC specific transmission shaft arm for rearset pegs.

Sometimes only the one that came with the rearsets originally, will work without extra fuss, due to the geometry.
 
One of these would give you the opportunity to drill a series of holes and experiment with different lengths…
