looks like it's meant to be immediately post-flat-tank, so probably very early '30s.
Much is wrong - eg: the vastly oversized tyres, no carb to speak of, the exhaust ports way to low (singles did have 2 exhaust pipes around that time)...
It is clearly meant to be a Norton but the engine doesn't really resemble anything I know.
 
A 1938 Model 18 for reference (Seem to remember it sold for AU$19200)

Thanks Guys - I've just been curious - Wasn't sure if the #46 on it denotes a famous driver or not

Ahah! You stumbled across it... it’s a little known fact that Rossi actually started out on a 1930s Norton... he’s actually a lot older than he looks...
 
I believe he was also the first to do a lap of the 'TT not only side saddle but sitting backwards (not in a race of cause)
A legend in his own time.
