Cylinder Heads Bolts 1959 Dom 99

I’ve noticed oil pooling on the left side cylinder head upper fin and in the plug recess. It appears to be seeping from the two head bolts. It’s not coming from the spindle caps, they are bone dry. Or is it coming up the plug threads? 😟Anyone experienced this?
 
On my 650ss I had these 3/8" bolts waisted to 5/16" a-la ARP to reduce crushing damage to the cylinder head - seems to work.
My guess is that if you check the torque on those bolts they'd be "loose". 3/8" is too strong/stiff for that application

On my earlier model they are 5/16”. They are torqued to spec.
