Cooling holes in Cylinder casting

Hello all, With the cylinder on the workbench, I found something that I never noticed before : There are four 3/16" drillings beween the cylinders of approx. haf an inch deep, should not these go all the way trough ? these holes serve no purpose as they are now imo.
any thoughts ?

They should pass all the way through but due to their small size, can block easily.

Thanks for your Reply Les, I tried to pry through these holes with a drift without succces, so a job for the drill press then.
 
I used a long 1/4" drill and a Dremel and really opened this area up on my 650
The head needed similar attention
